What are PASCAL Delivers and OCLC InterLibrary Loan?

PASCAL Delivers logoPASCAL Delivers is South Carolina's virtual academic library. Funded by the South Carolina General Assembly, PASCAL Delivers allows students, faculty, and staff at any South Carolina institution of higher education to request books from any other South Carolina institution of higher education. Materials are delivered between institutions via a special statewide courier system which expedites delivery of these materials and eliminates the postage rates previously paid by the libraries. If several libraries have the same book available, you may not designate which library the request goes to as the PASCAL Delivers software will make that determination in an effort to balance overall borrowing and lending requests amongst the member libraries. Since PASCAL Delivers is still in its implementation phase, not all South Carolina colleges and universities are active on PASCAL Delivers yet, but all will be soon. At this time, only books may be borrowed via PASCAL Delivers. There is no charge to CSU or to the person borrowing materials. For more information about PASCAL and the PASCAL Delivers service, go to http://www.pascalsc.org/

OCLC logoOCLC InterLibrary Loan allows materials to be borrowed from any library in the United States which participates in the OCLC WorldCat Resource Sharing program. Currently, tens of millions of items from over 7,500 academic, public, K-12 school, and special libraries are listed in WorldCat. At this time, CSU ILL staff must place requests for items to be borrowed via OCLC, but you are welcome to search the WorldCat database yourself to identify items you may wish to request, though it is not required that you search WorldCat before placing a request. While some libraries on OCLC will lend materials at no charge, others may charge significant fees per item. The CSU ILL staff will make every attempt to request the item from a library which charges nothing or the lowest possible fee, and the CSU Library will cover up to $5.00 per request. The ILL request form has a place where you may indicate the maximum that you are willing to spend for each request if the charges exceed $5.00. If you request an item via OCLC which is available from a South Carolina college or university which is active on PASCAL Delivers, the CSU ILL staff will first attempt to borrow the item via PASCAL Delivers instead. To save time and receive your materials faster, it is always a good idea for you to search PASCAL Delivers first and place your request there if possible before submitting a request via OCLC ILL.

Materials Which May and May Not be Requested via ILL

No materials owned or accessible at the CSU Library in print, microform, or electronic format may be requested via InterLibrary Loan. However, if a book is only available at CSU in electronic format and you need to use a print version, you may request the print version through ILL. Journal articles available in electronic format at CSU may not be requested via ILL.

Books or journal articles which are only available in electronic format at another library may not be borrowed via InterLibrary Loan.

For PASCAL Delivers, only circulating books may be requested at this time.

For OCLC InterLibrary Loan, generally only circulating books and copies of individual journal articles may be requested. On occasion, another library may agree to lend a microfiche or microfilm. AV materials (such as videos, DVDs, or audiotapes) are not available through InterLibrary Loan, nor are entire issues of a journal.

Each library has the right to refuse to lend any of its materials through ILL.

For help with identifying items owned by the CSU Library and items which may be borrowed through PASCAL Delivers or OCLC InterLibrary Loan, contact the CSU Library Reference Desk via chat, email, or phone (843) 863-7946.

Visiting Other South Carolina Academic Libraries in Person

If materials are available at another academic library in South Carolina, CSU students, faculty, and staff may choose to visit the other library in person and either use materials there or check out materials directly using the PASCAL Visiting Patron program. Further information and links to the other academic libraries' online catalogs and homepages may be found on the CSU Library Catalog webpage. If you do not wish to visit the other library in person, materials from other libraries may be requested via PASCAL Delivers or OCLC ILL and they will be shipped to the CSU Library.

Loan Periods, Renewals, Returning Materials, and Overdue Fines

Books borrowed via PASCAL Delivers may be kept for six weeks, may not be renewed, and must be returned to the CSU Library. Items kept past the due date will be billed at the same rate as CSU items, 10¢ per day.

Books borrowed via OCLC will be loaned for as long as the lending library decides, so this will vary depending on which library supplies the book, but generally is 2-4 weeks. Some libraries will allow books to be renewed but you must request a renewal from the CSU ILL staff before the book is due, and they will contact the lending library. The lending library has the right to refuse the renewal request. Items kept past the due date will be billed at the same rate as CSU items, 10¢ per day.

Journal articles requested via OCLC are provided in a photocopy which is yours to keep. They do not need to be returned.

How Many Items May be Requested via ILL at One Time?

You may have 25 active requests in PASCAL Delivers at the same time.

There is no limit to how many active requests you may have in OCLC InterLibrary Loan at the same time, but please limit yourself to as many as you can actually use in a normal time period as multiple requests placed at the same time may all show up for your use at the same time and renewing the items may not be possible.

For items borrowed via OCLC, the CSU ILL staff will contact the lending library and inquire as to their billing policy.

What is My Library ID Number for PASCAL Delivers?

When PASCAL Delivers asks for your library ID number, use the short version of your CSU ID number, without any leading zeroes or any extra "lost card" digits at the end. For example, if your CSU ID number is 1234, it may be printed on your ID card as 000001234 (no extra final digit), 0000012341 (first card, never replaced), 0000012342 (replacement card), etc., but you would use 1234 for your PASCAL Delivers library ID number.

If you are not sure or your number is not being accepted by PASCAL Delivers, call the CSU Library Circulation Desk (843) 863-7938 to verify that you do not have overdue materials or outstanding fines at the CSU library. If the Circulation Desk tells you that your number is valid and your status is clear, contact Mrs. Eileen Lutzow at (843) 863-7951 or elutzow@csuniv.edu with your full name and CSU ID number.

Can I Borrow Books From PASCAL Delivers if I Owe Money or Have Overdue Materials at the CSU Library?

No. You must be in good standing with the CSU Library in order to request materials through PASCAL Delivers, which means that you cannot have overdue materials or outstanding fines at the CSU library. Also, because your status in the PASCAL Delivers catalog is updated only 1-2 times per week based on your then-current status at the CSU Library, if you return overdue materials or pay outstanding fines at the CSU Library, it may take several days to clear your status with PASCAL Delivers. If you cannot wait for your status to be updated automatically in PASCAL Delivers, contact the CSU ILL staff and they may be able to clear your status immediately.

Can Alumni and People Not Affiliated with CSU Use CSU's InterLibrary Loan Services?

No. CSU's interlibrary loan services are available only to currently registered students, faculty, and staff of Charleston Southern University.

All others should contact their local public library for ILL services. Public libraries in the Charleston tricounty area are listed on the CSU Library Catalog webpage, while all public libraries in South Carolina are listed in the SCIway Directory. Public libraries in other states may be listed in lib-web-cats or in the World Wide Web Library Directory.
